• The Educational Section of the University is governed by its director.
• The Director of the Educational Sector is employed and dismissed based on the regulations of the university by the Rector.
• Being the main work body of the rectorate the Educational Section organizes and oversees the normal and factual procedure of the educational work and the Scientific Council’s decrees, provides the regular performance of the obligations of each Faculty, chairs and other Departments according to the following Regulation.

• A Scientific Council is created for the discussions of the main questions of the University activities.
• The Scientific Council of the University comprises the Rector, Pro Rector, Deans, Educational Sector Directors and Head of Departments, professors and advanced students. Well-known scientists and advanced professionals who are in cooperation with the University can also be involved in the Scientific Council.
• The staff of the Scientific Council is confirmed by the Rector.

- Discusses the improvement and effectiveness of the educational process organization.

- Examines the Syllabus and curriculum

- Discusses the reports of Faculties, Chairs and other University subdivisions on educational, scientific and ideological works.

- Discusses the results of educational and productive practices of the students and works out their reforms.

- Discusses the reports made by the Faculty Deans about networking with graduate students and specialist preparation procedure improvement.

- Listens to questions connected with structural changes in the faculties and chairs and presents corresponding suggestions to the Rector.

- Discusses and guarantees books to be published, educational manuals, scientific and methodological literature.

- Examines and gives solutions to questions concerning to the scientific degrees of University professors.

- Examines University's annual and perspective development questions.

- Discusses other questions connected with University activities
