- Confirms the regulations of University's inner order

- Organizes and manages the education process of the University

- Controls the process of educational courses, practices, methodological and scientific research.

- Solves the problems concerning the entrance, dismissing and recovery of the students.

- Manages and directs the ideological activities which are carried out at the University.

- Confirms the staff of the Scientific Council and Faculty Councils.

- Encourages the University staff or if required, fines them.

- Plans and takes measures to strengthen and develop the educational and methodological base of the University.
